Data Manager: Global Health

I. Background

The Global Center for Health Diplomacy and Inclusion (CeHDI) is a non-profit organization dedicated to using evidence-based approaches build robust strategic partnerships among like-minded countries and promote and actively drive sustainable and collaborative change for Global Health Equity and the Right to Health.

To support this work, CeHDI is seeking a detail-oriented and motivated Data Manager to contribute to key project activities.

II. Purpose/Objective of the Assignment

The primary objective of this assignment is to maintain and advance CeHDI’s Health & Rights Observatory, an interactive data platform that advances the mainstreaming of the right to health within the Human Rights Council, treaty bodies and special procedures.

III. Scope of Work/Work Assignments

The Observatory is an R/Shiny application deployed on Posit Connect, with an associated GitHub repository, drawing on data from the OHCHR Universal Human Rights Index (UHRI), the WHO Global Health Observatory, IHME/GBD, the Center for Reproductive Rights and the World Policy Center. The role combines applied data wrangling and analysis with the policy and research mandate of the team.

IV. Outputs/Deliverables

The Data Manager is expected to maintain and advance CeHDI's Health & Rights Observatory through the following deliverables:

1. Operate and maintain the Observatory as a live R/Shiny application on Posit Connect, ensuring availability, performance and current data across all modules (UPR impact, UPR recommendations, Universal Health Coverage, Maternal Health, Family Planning, Constitutions).

2. Maintain and update the underlying data pipelines, refreshing indicators as new releases become available (e.g., WHO GHO updates, new UPR cycles in the UHRI, GBD revisions, abortion-law and constitutional data), with attention to source fidelity and version control of inputs.

3. Maintain the rule-based UPR text-classification workflow and the statistical analyses underpinning the platform (including the mixed-effects modelling of UPR engagement and maternal health outcomes); validate, document and extend these as the data grow.

4. Develop new features, indicators and visualizations, and expand thematic content in response to team priorities and stakeholder feedback.

5. Maintain a clean, documented and reproducible codebase via the GitHub repository, ensuring continuity and that the platform can be handed over or audited by others.

6. Manage deployment, dependencies, access and credentials on Posit Connect.

V. Required Expertise and Qualifications

Education:

  • Bachelor's degree or higher in a relevant field such as Public/Global Health, Epidemiology, Biostatistics, Data Science, or a related Quantitative Social Science.

Essential Skills:

  • Proficiency in R (including the tidyverse) and demonstrated experience building or maintaining Shiny applications.
  • Strong data wrangling and data visualization skills, and experience with reproducible workflows and version control (Git/GitHub).
  • Working knowledge of global health and human-rights data sources (e.g., WHO GHO, OHCHR/UHRI, IHME/GBD).
  • Clear written communication and the ability to translate data into accessible, accurate outputs for non-technical audiences.

Desirable Skills:

  • Experience deploying and maintaining applications on Posit Connect (or comparable platforms).
  • Domain knowledge of the UPR and other human-rights mechanisms, SRHR, maternal health, and global health diplomacy.
  • Experience with geospatial data and mapping.
  • Familiarity with the Geneva multilateral ecosystem.
  • Working French (in addition to English).
VI. Timeframe

Expected Start Date: 1 July 2026

VII. Management and Reporting

The Data Manager will report directly to the Project Lead. Regular check-in meetings will be scheduled to discuss progress, challenges, and upcoming tasks.

VIII. Remuneration

The remuneration will be commensurate with experience and education.
