Senior Manager, Market Access - Spinal Muscular Atrophy (SMA)

The (Sr.) Manager, Market Access will develop and work on market access programs for the Central Eastern Europe (CEE) affiliates and Distributor (EU+ sub-region) business through supporting affiliates’ and partners’ marketing and commercial activities. The person will be
responsible for providing strategic vision, tactical expertise and support for Biogen rare disease portfolio, e.g. health technology
assessment and reimbursement submissions, negotiation strategies, innovative access schemes, development of value materials,
communications and tools as well as engagement with a variety of external stakeholders. The role spans a range of designated
geographies and involves establishing strong working relationships with the Affiliates and the BIIB Distributors group regional directors
together with other functional colleagues. Global Market Access professionals are both strategic and technical experts and aim to ensure
access to Biogen products in line with the company’s commercial objectives. Primary Responsibilities 1. Operational Expertise and Support: Provide specific input and support to affiliate and distributor interactions, submissions and negotiations with payers and HTA bodies. Oversee input to the preparation of payer materials including field force materials, formulary packs, business cases, economic
models, slide kits, publications and monographs. Alert countries within the sub-region and other Global Market Access teams to healthcare system developments, competitor activity,
or other events with potential to impact pricing/ market access for Biogen rare disease brands. Direct the sub-region in adapting health economic data and model needs for new product launches. In addition, direct the
identification of health technology assessment, pricing and reimbursement requirements at national, regional and local levels.
Strategically guide and provide expert input into the preparation and submission of health technology assessment dossiers required
by local authorities for inclusion of Biogen’s products into local reimbursement or therapeutic programs. Drive implementation of optimal price management processes and strategies to maintain price levels and minimize risk of price
reductions and int’l referencing implications. Feed key pricing and access assumptions into budget and long range plans.
2. Strategic Market Access Planning: Support, oversee and input into national pricing and market access strategies for rare diseases consistent with regional P&R policies –
ensure strategies proactively anticipate changes in the competitive environment, healthcare systems, or policies. Demonstrates strong knowledge of EU+ treatment dynamics, algorithms and disease guidelines in relation to payer guideline trends. Drive and coordinate with distributors the strategic direction of regional and national-level policy activities to positively shape the
environment for Biogen brands (in collaboration with Public Affairs and Government Affairs). Consolidate with EU+ Market Access and Pricing distributor country market access plans. Ensure the country market access needs are aligned and integrated into corporate annual planning process.
3. Drive Improved Performance in Market Access: Ensure training on GVDs including product value proposition, evidence and value story for the EU+ sub-region. Drive a culture of excellence, shared accountability and collaboration within distributors, other Global Market Access teams and
related network within Biogen via sharing and dissemination of key learnings and best practice. Qualifications / Skills Minimum of 5 years hands-on experience in relevant market access, reimbursement and public affairs within the biopharmaceuticals
industry (part of experience may include time in relevant consulting, HTA agency and/or direct payer experience). Strong technical understanding of pricing, reimbursement, access with hands-on experience in particular geographies and
demonstrable track record. Previous experience in market access, health economics, pricing, public affairs, government affairs. Experience managing partners, distributors or alliance liaisons highly preferred. Higher level degree/MBA, MPA, MPH and/or post graduate education in health economics Previous responsibility for an affiliate market access function. Sound knowledge of local health care systems and pricing and reimbursement requirements. Strong project management skills. Demonstrable experience in managing multiple cross-functional projects and external vendors. Higher level degree MBA, MPA, MPH and/or post graduate education in health economics or similar faculties.
